The East Waste Business Plan 2015-2024 outlines the strategic direction for the Eastern Waste
Management Authority (East Waste) for the next ten years. The objective of the 10 Year Business
Plan is to provide a roadmap for the continued success and development of East Waste. The key
focus areas that are addressed in the East Waste Business Plan 2015-2024 are shown in Table 1
overleaf. The Business Plan has also been developed with regard to East Waste’s Vision Statement
shown in Figure 1 below.
The Business Plan has two distinct chapters; Chapter 1 detailing the core services under the business
as usual model. The Long Term Financial Plan has been developed based on the core services.
Chapter 2 describes the background State and Member Council waste management agenda, and lists
a series of enhanced service propositions that are faithful to the Charter and will continue to be
investigated and implemented at the discretion and direction of Member Councils and the East Waste
Board.
East Waste currently offers superior customer service, whilst enabling flexibility of service delivery due
to its modern large fleet size and shared services model. This service currently entails the collection
of approximately 200,000 bins per week in the Member Council areas. By maximising the economies
of scale of East Waste’s large fleet and taking advantage of emerging technologies and markets, East
Waste is well prepared for an exciting and prosperous future. In order to continue this service
standard, the Business Plan has outlined a set of Operational Commitments that will be managed by
East Waste’s General Manager.
In recent years East Waste has been exposed to emerging community, market and stakeholder
demands. This has led to a need for East Waste to review and develop their current services to
achieve more efficient and effective outcomes for its Member Councils. This includes the possibility of
East Waste organically expanding their services to further support Member Councils in their growing
needs in the area of waste and recycling management for their communities.
While service quality remains a key driver of East Waste’s services, the subsidiary also understands
that sustainable financial management is a critical component in maintaining the value for money for
the Member Councils. With this in mind, the East Waste Charter also requires the development of a
Long Term Financial Plan (LTFP) which will align with the Business Plan.
The Business Plan has also outlined 15 key actions with timelines, which will drive East Waste’s
operations over the next 10 years. Five of these key actions include:
